What's this seatbelt/belt for?

Middle top of the picture.
Actual location is on driver side, upper portion directly above the cargo area.

i was thinking, maybe for the 3rd row seats?
anyway, how do you guys use this?

It's the seat belt for the middle rear seat. It snaps into a connector that is close to the middle of the rear driver's side seat. Do a Google image search for rav4 middle seat belt.

i have a car seat adapter on the middle rear seat. Hooked using LATCH anchor. that's why i missed it.
