don't waste your time with the 12V battery. the problem is at the Toyota mothership and not your RAV4. this happens about once a year and takes 1-2 weeks before it is fixed.

Well, I finally replaced the key fob battery and the beep/yellow-exclamation does not occur at power off. So, I guess it was as simple at the battery getting low. Thanks

The key fob idea is good. I need to get some batteries (CR1632) and since I no longer have a Radio Shack nearby, I cannot find them locally. So, I am waiting for Amazon to deliver and I will know if it is the fob. I guess I could just switch fobs and see as well.

sounds like BS to me. As long as you are under 3 years/36K, no inspection is needed. i did none of that.

I considered that but feel that even 5 months from now, the BOLT will not be available in my location. I think it will be a geographic rollout like the original Volt. Most EVs on the market now are not sold around here (Chicago).
