Just bought a 2012 RAV4 EV - parked next to my first gen RAV4 EV (93,000 miles). I have been enjoying low charging costs over the past 10 years (TOU meter - LADWP). Now facing installation of a new charger. Does anyone have any experience running the new charger through the existing TOU meter? Is a new meter required? If I don't put in a new meter will LADWP still give me a $2,000 rebate? Any opinions on Leviton vs. Aerovironment chargers?

I'm not familiar with the LADWP rules since I'm in PG&E territory, but I don't see why you can't connect the new EVSE to an existing dedicated meter for EV charging. Of course, that would depend on how it's wired and whether it's in a plain socket or in its own panel. When I built my house last year PG&E offered me a couple different ways to accommodate a future EV with combined metering or dedicated EV metering. Since I was planning to get a PV solar system also, I just went with one meter in one big 400 amp panel.
