Regardless of whether a car has a sticker or not, whether it is new or used, you can apply for a sticker as long as the car model is eligible. If you buy a used car that has Green stickers already assigned, you need to fill out the REG 1000 to transfer it to yourself after the registration is complete. No fee necessary on transfers. If you buy a Green Sticker eligible car today that does not have stickers, you have to hope that the legislative efforts to increase the total number of stickers is successful and apply after the effective date of that legislation. If you have a fender bender and the bumper cover has to be replaced, you can get replacement stickers, even green ones, by filling out the same form and paying the $8. If a car with green stickers is totaled, you can also get replacement stickers for a replacement vehicle, even though the stickers for new vehicles have been exhausted.
