If I buy a used Rav4 ev I found at CarMax and it does not have a sticker on it, am I able to apply for one? My understanding is that the stickers are assigned to cars not to owners and are not transferable...

Regardless of whether a car has a sticker or not, whether it is new or used, you can apply for a sticker as long as the car model is eligible. For a RAV4 EV, which is eligible for a white sticker, you just fill out REG 1000 and send it in with an $8 check.

If you buy a used car that has Green stickers already assigned, you need to fill out the REG 1000 to transfer it to yourself after the registration is complete. No fee necessary on transfers. If you buy a Green Sticker eligible car today that does not have stickers, you have to hope that the legislative efforts to increase the total number of stickers is successful and apply after the effective date of that legislation. If you have a fender bender and the bumper cover has to be replaced, you can get replacement stickers, even green ones, by filling out the same form and paying the $8. If a car with green stickers is totaled, you can also get replacement stickers for a replacement vehicle, even though the stickers for new vehicles have been exhausted.
 
I see one blue RAV4-EV at CarMax for $37,000. Seems high compared to leasing a new one in CA.

The EV stickers are white not green and have different guide lines. You apply for them and get them on a used EV.
