I think adjacent states need to have parity of state gas taxes so that there is no motivation to cross state lines to game the system. Instead of raising the gas tax, they should institute the per-mile fee for the incremental amount. Once that system is in place, plug-ins can pay their fair share. Of course, the open question is what is the "fair share" for a PHEV that could use a wildly different ratio of electricity and gas depending on the user's habits. One would have to allow access to the vehicle's data to do an accurate and "fair" calculation.
 
We do emission tests now, so those stations become "mileage check" stations to report to DMV (and officially make sure the car isn't now polluting!).

Tax rate per weight (private / non-commercial car under 6000 pounds) multiplied by miles is the tax. Pay with DMV plate renewal.
 
Ultimately, I think it will be. But for now, it serves a public interest to tax fossil fuels as an incentive to economize. There just aren't enough alternative fuel vehicles to be worth changing the system for...especially when we are still subsidizing them.

Should EV's check into smog stations once a year for odometer reading ?
Couldn't the manufacturer give access to the odometer reading ?
All the miles driven data is at the computers of entunes, nissan etc right ?
Let them use the total miles driven per month (not individual rides ;-) )

I think we could simply report the mileage, with an official check when the car is sold to catch cheaters. I don't really care what they do so long as they don't put a GPS tracker on all the cars to keep track of it. It seems like every time this comes up, that's the method that's suggested.
