Tax rate per weight (private / non-commercial car under 6000 pounds) multiplied by miles is the tax. Pay with DMV plate renewal.
I think we could simply report the mileage, with an official check when the car is sold to catch cheaters. I don't really care what they do so long as they don't put a GPS tracker on all the cars to keep track of it. Let them use the total miles driven per month (not individual rides ;-) )
