USB AUX always 'on'?

I'm charging up my mobile at&t hot spot by using the aux usb port on the rav4 ev and just noticed that my hot spot is still charging even though I turned the rav4 ev off. The 12volt 'cig' socket does not seem to have a current from what I can tell while the vehicle is off. Does this mean leaving things connected to the 12v cig socket does not 'vampire' drain the lead acid?

I would guess the USB AUX is running off the lead acid battery soooo.... leaving my hot spot charging through the socket would eventually drain the lead acid battery?
 
My experience with the AUX USB port in the RAV is that it does not deliver that much power. When I was using my iPhone 4 with navigation while plugged into that port, it was not really gaining much energy while "charging". I suspected that it was only delivering the minimum 5V power required by USB, which is 500mA, so I changed to a 12V "cig socket" USB charger which is 2x 2A.

The new AGM battery I put in my RAV is rated 60Ah, which means that it can store 60Ah * 12V = 720Wh. Even if you limit the drain to 1/3 of this battery or about 1/2 of a normal battery at 240Wh, if you are draining 500mA from the USB it would take 240Wh / (5V *0.5A) = 96 hours = 4 days

So, if you're driving the car every day, charging your hotspot from that port probably can't drain your battery. In addition, it would presumably stop drawing power when it's full and turned off. Personally, I would just charge it from the cig socket.
