Why would you assume the wheel diameter alone would affect efficiency? If you increase the tread width, it will obviously present a slightly larger frontal area and increase aero drag. Also, changing the rolling circumference can change the efficiency because the motor is turning a different RPM for the same road speed. What I'm trying to say is that the wheel diameter and therefore the sidewall height of the tire does not have a strong impact on the efficiency of the tire. The 2006-2012 Rav4 wheel center bore diameter is 60.1mm. Those wheels are 73mm.
