ALL Rav4 EVs have the "pedestrian warning system." It may have been disabled by a previous owner. If so, that is typically done by unplugging the speaker. I believe you would need to re-connect the speaker connector. The plug is in the vicinity of the 12V battery. If I recall you may need ...

I'm in east county also, and when I am forced to use a dealer I use Toyota of El Cajon. They replaced the DU on my 2014 in 2016. Thanks, I rotate and balance the tires every 5000 mi. Next one due in about 1000 mi. So we will see if that helps.

With a good battery and dc-dc converter your voltage will be reasonably steady. So if you have a readout at the accy outlet you will know what normal looks like.
